The Toronto Star vs Bloggers

I was surfing Canadian papers and discovered that the Toronto Star has this legal notice attached to their site and attached to every article:

Legal Notice: Copyright Toronto Star Newspapers Limited. All rights reserved. Distribution, transmission or republication of any material from www.thestar.com is strictly prohibited without the prior written permission of Toronto Star Newspapers Limited. For information please contact us using our webmaster form. www.thestar.com online since 1996.

Then I went and checked all the other Canadian papers. No one else is doing it. It kind of makes me wonder why they would do that, are they are tired of Antonia Zerbisias being fisked online? What about public accountability for what you publish? What is the Toronto Star afraid of? I would think that if a blogger linked a blog to an article on their paper they would welcome the link.
