All the teenagers who have spent the first two years of secondary school making life in the classroom almost intolerable for others (who do want to learn) are now free to continue to poison the learning environment for the next two years.
Good Intentions always makes for bad law.

How sad that politicians just can't do that themselves, before the legislative session.

3. High school dropouts who are not eligible for licenses will drive anyway, illegally. Just like some people who get refused insurance (or are assigned to Facility Association but can't pay the enormous premiums). These laws ameliorate nothing and prevent nothing.
